Is there a out-of-the-area phone# that leads to DC’s 311? My brother works at the state dept, and though he lives in VA, not MD, and the train was inbound to DC, not outbound from, I can’t get him or his wife on any of their #s. I’m worried.

I was on those red line train about 2 cars behind. I just uploaded the pictures and I am thankful I didn’t leave work earlier….the pics are horrible and it is just to close to home for me
