		<description>funny, you complain about the lack of investment in preventative maintenance and capital improvements, yet you lambaste them for raising revenue so that can at least commit half-heartedly to those needs.  I have no problem with complaining about the current situation (as it is really ridiculous), but at least try to provide some sort solution rather than ranting for 5 paragraphs.  The fact of the of the matter is that metro doesn&#039;t have the funding (and hasn&#039;t had it for years I might add) to actually provide the quality of service we&#039;ve come to accept.  The system is old and pretty much needs to be completely overhauled, and that doesn&#039;t come cheap.</description>
