I think it clearly shows he's going to blow on a streamer. The circle of the streamer is clearly in his hand and part of it is unraveling and visible behind his wrist. That's exactly what the girl is doing. Did you honestly think he was "blazing a doobie"? Really? Did you spend more than 1.5 seconds examining the photo? I guess that if one is determined to find something "bad" in a photo, one will; truth be damned. I agree with irate_reader. I think it clearly shows he’s going to blow on a streamer. Woo.
