		<description>I just wanted to correct a little bit, since MLS rules can be complicated.  Basically, MLS has a system where there can&#039;t be bidding wars for players, no matter how they arrive here.  When you&#039;re in the situation of Perkins, returning from abroad, the team you left would have rights to you unless you were compensated for his departure, which DC United was (they transferred him, essentially traded him for cash) for $750,000.  

So instead of just coming back to DC, his rights go into an &#039;allocation order&#039;, in reverse order of last year&#039;s finish, unless you&#039;ve already used yours.  Philly, being an expansion team, went to the head of the pack.  So for any returning US player*, we would have had to trade to Philly to get to the head of the line.

* (Well, actually, he has to have been good enough to get at least a little time with the National Team to count for this allocation order thingy.)</description>
