Marion Barry Speaks

Here we are, waiting for Marion Barry once more. Word came down around 10pm that he would be hosting a 10:45pm press conference, with no topic known. It’s safe to assume it’s related to the incident on the 4th of July, and perhaps to the word that came out this afternoon that he had hired his ex-girlfriend and paid her $10,000 out of his council budget.

We’ll have the press conference live here in just a moment.

Update 11:00

Spokeswoman: According to Ms. Watts, she’s under the care of a psychiatrist. She’s been diagnosed with compulsive behavior disorder and clinical depression. Ms. Watts “should not be believed.”

Spokeswoman: The events surrounding July 4th are not related to the awarding of the contract. Ms Watts was awarded the contract to administer the program in question was done so legally, and done according to council regulations. This was done in accordance with city policies. He gave her the contract (valued at $60,000) because he was concerned for her children.

Update 10:58: Still trying to find a live feed. Hoping we’ll get one here at 11. From WUSA 9 Anchor Derek McGinty: “and now it appears that Barry won’t be talking–his spokeswoman will be. but we’ll be there live.”

Security Drills Today

If you noticed a bit higher than average police presence in Montgomery County this morning, you were right. They’re doing collaboration drills today including a number of agencies in Montgomery County. 180 officers from 13 different agencies are working on a drill today, which will include K-9 teams and the Montgomery County SWAT team, until 7pm. So, it’s not that there’s something weird afoot, other than the usual security theatre.

A Record Setting 4th for Metro

The Business Journal reports that riders on Saturday set a new record for July 4th commuting.  Metro reported 631,206 trips on their system, an increase of over 32,000 from 2008 ridership.  If the masses of humanity that I saw are any indication, every last one of these trips went through L’Enfant Plaza station. What a mess.

And we lost our feed. We tried to get an updated feed, but managed to get back just in time for the end. Councilman Barry did not comment at all. Mr. Cooke is attempting to discredit Donna Watts, the complainant as listed below, suggesting that her account is not credible. The Park Police have made their complaint to the US Attorney’s office, who will decide if Councilman Barry is charged with misdemeanor stalking. All the details are below.

Marion Barry Arrested in Domestic Dispute

NBC 4 is reporting tonight that Marion Barry was arrested today in a domestic dispute. The Twitter Buzz is that the charge was for stalking, but as the commenter on NBCWashington.com wrote, “the only thing it seemed that he was capable of stalking might be a stuffed animal or a warm glass of milk”.

Hopefully Hizzoner will be available for comment in the morning.

200-year old Presidential Cipher Broken

Secure Communication has long been a pillar of diplomatic and internal communications. You want to make sure that only your intended recipients can read and understand your messages, not some man in the middle who’s particularly clever. In the days before digital computers, working with solid encryption meant a lot of mathematics by hand, using agreed upon methodology for encoding and decoding the message. If your method was solid enough, it would be pretty much improbable for anyone to decode it. So thought President Jefferson and his mathematician friend, Dr. Robert Patterson. Together, they devised a code so secure that it was given to the State Department to encrypt diplomatic communications. It remained uncracked for 200 years, when Dr. Lawren Smithline cracked Jefferson’s secret code.

Working for a few years using modern cryptographic techniques, Dr. Smithline was able to crack the sample of Jefferson’s code given to him by Dr. Patterson. What was in the message? Those words we’ll all think of come Saturday: “In Congress, July Fourth, one thousand seven hundred and seventy six. A declaration by the Representatives of the United States of America in Congress assembled. When in the course of human events…”

If you got a refund from the DC Office of Tax & Revenue, it’s possible you actually owe them money instead. While this screwup didn’t result in the embezzling of millions of dollars, it did result frequently in confusion for those, including Councilman Catania’s partner Brian. Nats Make a Move: Milledge, Hanrahan Traded

The Kastles aren’t the only ones making moves today, the Nationals traded outfielder Lastings Milledge and relief pitcher Joel “Gas Can” Hanrahan to Pittsburgh for outfielder Nyjer Morgan and reliever Sean Burnett.

Morgan’s got a pretty fair glove and middling power, while Burnett will be another arm for the bullpen, and hopefully an upgrade from less-than-predictable Hanrahan. It’ll probably be Wednesday before we see either Burnett or Morgan in a Nats jersey.

Passenger Struck, Killed at Forest Glen Metro

Metro is single-tracking around a fatal incident at the Forest Glen station this evening. The incident, which happened just after 4pm today, has resulted in the death of the individual who was struck by the 8-car Shady Grove-bound train. On top of the other delays (which WMATA advises may add 30 minutes to your transit time) this will add significant time to your Red Line commute this evening.

No word on details of the incident yet, but we’ll update this story as we hear more.

Update 1 5:10pm Metro spokeswoman Angela Gates is now saying that the person who was struck was on the tracks deliberately. Metro Transit Police is very interested in talking with anyone who saw the incident today, please call them at 202.962.1792.

Metro’s Proximity Circuits Failed During Crash

The Post is reporting this morning that the trackside train proximity sensors did not function properly on Monday, or in a test on Thursday. These sensors are designed to detect where the trains are in the system and provide that information to other nearby trains to slow or stop them based on proximity.

Metro has undertaken a complete review of all the electronic relays on the Red Line, and will keep the system operating on manual with a maximum speed of 35mph until the review is complete, which may take a few weeks. We’re going to be on manual for a while, so that means adjusting where you’re standing on the platform, as trains are going to be pulling forward to the 8-car mark even at 6 cars long. In addition, Metro will be moving all of the 1000-series cars to the center of trains for safety purposes. If you see a 1000-series car at the front of a train, mark down its car number, time of day and where you saw it, and put it in the comments here? We’ll make sure Metro knows about it.

Talkin’ Transit: Hard Questions

So Metro, now what?

That’s the question in the back of everyone’s minds here in the District after Monday’s tragic Metro accident. It’s not an easy question to ask and in the coming days, how John Catoe and WMATA answers it may well make or break the transit agency.

It will certainly redefine it, for good or ill.

One of the biggest issues I’m seeing so far is the continued lack of communication from WMATA. From the top down, Metro needs a serious reworking of how it communicates with the public, emergency personnel and with itself. Catoe’s shameful performance on WTOP yesterday morning is just one poor example; his response was a canned one, not addressing the reporter’s question but instead rambling into an answer I’d heard verbatim elsewhere. The response was so off the mark that WTOP had to interrupt him twice to try bringing him back to focus.

But more damning is the failure of Metro to let emergency responders know what the magnitude of the situation was in the first critical minutes after the collision. DCFD officials have been critical of how understated the accident was described; fortunately, rescuers realized the magnitude of the incident upon arrival and summoned additional help. But the question remains – what if the proper amount of help had arrived at the start? Would some of the victims be alive today?

Red Line Returning

WUSA 9 reports that WMATA reopened the Ft. Totten and Brookland-CUA stations this morning, showing signs that the situation on the Red Line is returning to normal.  At present, the Takoma Park station remains closed as crews work to remove the wreckage from Monday’s crash. WMATA has not provided a time table for when the metro system will be completely back up to speed.

Virgin Mobile Fest Moves to Merriweather, Drops Ticket Charge

Yes, that’s right, the Virgin Mobile Festival is now a free ticket. The event will be a one-day gig, instead of two, and now has moved to Merriweather Post Pavilion, down from Pimlico in Baltimore. The headliners of this year’s fest, dated August 30th, are Weezer and Blink-182, with Franz Ferdinand, Jet, The National, The Bravery, Girl Talk, The Hold Steady, Taking Back Sunday and Wale warming them up.

Why free? Virgin’s saying because the economy is down, we all deserve a free show. Hot damn. Thanks guys. Public tickets go up for grabs on Saturday morning, and they’re free except for Ticketbastard’s pesky service charges, unless you hit the box office at Merriweather or 9:30 club. If you’ve gone in the past, watch for an email this morning or tomorrow, for an early free-sale opportunity.

Metro Crash Update: Death Toll Rises, Press Conference at 8am

Good morning everyone. First, some updates in the overnight:

The death toll rose to nine overnight, including the operator of the striking train. We’re expecting a press conference at 8am this morning, which I’ll cover live in this story. As you might imagine, with the system on full manual control today, the signaling system is suspected in the tragedy, and operator error may have added to the mix, as well.

There’s some additional transit news this morning. Due to a malfunctioning train at Eastern Market, the Orange & Blue lines are also operating at a significantly reduced capacity. Shuttle Buses are operating in the Red Line gap, so please be patient.

Metro Derailment, Collision at Fort Totten, 6 Dead

Shortly after 5pm today, two Metro Red Line trains collided just outside the Fort Totten Metro station. Systemwide delays in the middle of rush hour are now to be expected. It’s not clear at this time if there were any injuries in the trains that have collided. Metro is slicing the Red Line in half for the rest of the day with a full service interruption between Fort Totten and Brookland, and power has been cut to those tracks.

We’ll be updating this story with news.

Update 42 [8:55pm] ABC is going to be halting their coverage at 9pm this evening. Currently, they’re talking with GWU Hospital, which received 26 patients from today’s crash, most of which were “green tag” patients in need of treatment, two were red tag patients in critical condition. They’re being looked at now.

Update 41 [8:42pm] The Washington Post now has a Gallery of Photos from the Scene of today’s accident.

Update 40 [8:30pm]Mayor Fenty is starting now. There’s going to be an 8am briefing tomorrow. We’ve just visited the scene of the collision. The scene is as horrific as you can imagine. Our deepest condolences to the families of all the victims. 70+ transported off the trains to the hospital. Chief Rubin will give more information shortly. There are six fatalities confirmed on the scene right now. It will take a few hours to get through the whole scene to make sure there aren’t any other casualties.

Chief Rubin: 76 transported. 50 walking wounded (green tag), 14 yellow tag and 6 red tags and 6 fatalities. We’re continuing to staff all our stations, plus we’re relying on support from surrounding communities and we thank them. We’ve been working 3.5 hrs, 200-250 firefighters at the scene. They’re down to the two cars that are smashed together. Two responder injuries, both have been transported and are seeking treatment now at area hospitals.

Chief Lanier: Do not come to the site. New Hampshire Ave is closed from North Capitol to Eastern.

GM Catoe: Our condolences to the families who’ve lost loved ones. We’re still in investigation mode to determine the cause. We will not operate this segment until at least tomorrow. Manual mode is in effect, with reduced speeds. (this would indicate that the automatic system may be part of the problem here). Thank you to MPD and DC Fire/EMS. This is a tragic event. We will get to the bottom and find out what happened. The NTSB is involved, and we have a federal responsibility to find out what occured here today.

NTSB Examiner Kirshman: My condolences from NTSB, We know there are fatalities, and local groups will handle the announcements regarding this. There are 9 investigators and additional personnel from NTSB involved. We are working closely with local responders and the Mayor. Train 214 and Train 112 were involved in today’s crash. We will begin once they’re finished with the accident response.

Chief Rubin: The primary search is still underway. One of the train is compressed 75-80% at this point. Jaws of Life are being used. We will make sure the train is cleared, living or dead, before the investigation begins.

NTSB: We’re looking at maintenance, the tracks, and working with Metro to do initial documentation, but NOT until the accident response is complete.

FBI Agent: The FBI Evidence Response team will be participating with NTSB. We will meticulously review this scene. I caution also against assumptions about what happened and how it happened.

Chairman Graham: The board will convene at 2pm tomorrow to discuss

GM Catoe: I will not comment further until we have more detailed information. We’re in the mode of recovery. Once the investigation is complete, we’ll release information. GM Catoe looks very tired.

Obama hit the Del Ray creamery (well, custard-er-ry, or whatever you call it) Dairy Godmother this afternoon. Good thing I snuck in last weekend for the Bordeaux Cherry,  ’cause after seeing what happened to Ray’s Hell Burgers, lord knows Dairy Godmother will be a packed house for the rest of the summer.

Dairy Godmother tweets “President Obama and his daughters just left. Pres. had a hot fudge sundae and daughters had vanilla cone and brownie sundae with sprinkles.” and “Malia had a brownie sundae with a housemade brownie, van.custard, hot fudge, whipped cream and cherry. Then she gave her whipped cream to dad.”

Happy Father’s Day, Mr. President.

The Post and WJLA are reporting a double shooting in Columbia Heights that has shuttered 14th Street at Irving, as well as the south entrance to the Columbia Heights Metro, and WMATA is re-routing 52, 53, 54, H2, H4 and H8 bus lines around the incident.

It’s not clear the extent of the wounds of the victims, but both have been transported to area hospitals.

Caitlin, one of our readers, alerted us to a case of H1N1 at America University.  I will now pause briefly to allow you to panic.

Good? Ok! Media relations at AU sent out this press release detailing the situation.  Apparently, an employee is at home sick with the swine flu. Students, faculty and staff that were in contact with the infected individual have been notified and advised of steps that they can take to avoid contracting the illness.  I would like to remind our readers that despite what CNN, MSNBC and FOX News would like you to believe, H1N1 is not, in fact, the harbinger of doom for our civilization.  Symptoms are similar to the seasonal flu and people generally recover from it within a few days.

Hero of the Day: Jared Cohen

I’ve watched over the last six days how an election in Iran was wholesale hijacked, how the people revolted, how they circumvented their government’s heavy-handed filtering of the Internet, and how they used social media tools to keep right on going. So, I present to you, a guy who may well have saved lives and continued a nascent revolution. His name’s Jared Cohen, and he works for the State Department. No, he’s not a new hire, not a product of the Obama Revolution, he’s someone that Secretary Condi Rice hired in 2006 to look at the Middle East, how to talk about the Middle East youth movements, and how to engage with a part of the world that we have a hostile relationship with.

But Cohen’s achievement was picking up the phone over at Foggy Bottom and asking Twitter and NTT to postpone the maintenance window to a time when it wouldn’t have such a drastic consequence on the unfolding of history. Well done, Mr. Cohen. Well done.
